MANILA (PHILIPPINE DAILY INQUIRER/ASIA NEWS NETWORK) – President Rodrigo Duterte is not blaming any country for the proliferation in the Philippines of illegal drugs which were brought here by criminal groups, the Presidential Palace said on Thursday (Sept 28).
